 112 is the number for emergency calls throughout Europe (EU). It is valid for cell phones, VoIP operators and ADSL lines.
 112 can also be reached via standard telephone operators. It should be noted however that several EU nations provide insufficient (in some cases do not provide) geo-positioning or linguistic capacities.
FYI: A cell phone can be used to contact 112 without entering a PIN code and even if the cell phone does not have a SIM card.

In France, 112 cascades onto 15, 17, 18, 115 and 119.
